short answer, no. They can ask you to produce a sample but if you say no they can arrest you to test you at the station

In most jurisdictions, the police only need probable cause that you are intoxicated. If they smell alcohol on breath or observe your behavior indicating that you are under the influence, they can take action. After they have you in custody, they can administer a breathalyzer or blood test.

Can you be arrested in your own home for drink driving without being brethalyzed?

If you've driven into your home, I don't think a breathalyzer is really needed. That aside: Yes, you can be arrested for drunk driving/public drunkenness without a breathalyzer test being done. However, if you were asked to take a test and refused, the police would report that and it would be used against you. So you should do the same to them: "I asked for a breathalyzer test, but they wouldn't give me one!"

What is the elements of public intoxication?

The word "alleged" means it has not been proven in a court of law - it's a fancy way for a lawyer to say "he wasn't really drunk because you have not proved it" even though the person has been caught drunk."Public intoxication" means being drunk or stoned or high and wandering around in public bothering people or being so "out of it" that they are likely to hurt themselves or someone else - then, you get arrested for public intoxication.
