If the mother is infected with rabies while in late term pregnancy with the offspring, then those offspring could be born infected with rabies. More likely, however, is that the mother will either not be far enough along to deliver term offspring prior to succumbing to rabies herself or the infection will cause her to abort the offspring and/or abandon them to die.
Rabies is not genetic is can only be contracted by being in contact with another animal with rabies. Rabies also kills the creature not long after it has been contracted, so if a pregnant animal contracted rabies it would die before the offspring were born.
If the mother had rabies, it's possible...
No, raccoon babies are not born with rabies. However, if the mother is infected she may transfer the virus to her babies after they are born through her saliva.

Gerbils are born in captivity. They are then kept in a cage. There is never an opportunity for them to contract rabies.

All raccoons do not have rabies, and they are not born with it. A dog or cat, if not vaccinated, is just as susceptible to rabies as a raccoon. Raccoons must be exposed to the saliva of an infected animal, in order to contract rabies. So a baby raccoon, also known as a kit, will only have rabies if exposed to an animal with rabies.
Rabies virus is the causative agent for rabies.
Rabies can only occur if your dog is not vaccinated against rabies and if the dog that bit your dog has rabies. If it does not have rabies then your dog will not have rabies. But if you're still in doubt, see your Veterinarian.
