Yes. Owning a burial site does not mean that you MUST be buried there, any more than owning a house means you must live there. In both cases, you (or your heirs) can sell the property, let it be used by someone else, or just let it sit there. All U.S. honorably discharged veterans have a right to be buried in a military cemetery if they so desire. If any such veteran had cemetery property at the time of death, the heirs would have to decide what to do with it.
