It depends on your state's law and the desires of the prosecutor. The state's law will define what age a person is a juvenile or an adult. If your state defines an adult at the age of 17 then you can be charged as an adult.
Therre are procedures for the expunction of juvenile records, but the juvenile record is sealed to the public at the time you become a legal adult in youir state anyway.

There is not such a thing as a "loophole" in the age of majority law for Missouri, the age is 18. The citing of a 17-year-old being an adult is contained in the juvenile code and it designates the age at which a minor can be charged as an adult and tried in an adult court. There have been cases where custodial and child support issues have been disputed based on the juvenile code, such cases are dismissed for lack of merit. The juvenile code is a completely separate issue and does not supercede the age of majority of 18.
