The mother can not terminate his rights, it's the court who do that. And child support is decided by the court unless the parents agree on it so it's not actually a choice. The punishments are sever if you don't pay. And even if your parental rights are given up/taken away, you will have to pay child support. Those are 2 different issues.
Parental rights can only be taken away in Kentucky if it is proven that the parent is unfit. Child support will still need to be supplied until the kid reaches an age where he could be declared an adult.
Signing rights away will not stop any child support from being taken from the father. If the child is the fathers then he is financially responsible for the child weather he has rights or not.

Being a unfit parent and/or give up your parental rights or have them taken away, is usually not something that means you get out of paying child support.
