Yes. Vaginal penetration by the penis is not necessary for conception to occur. The sperm can be injected into the vagina with a syringe or other devices, and by doing so intercourse has not occured. Also it is possible, that if the male were to ejaculate onto the vaginal opening, that some of the sperm could enter the vagina, and swim through the cervix into the uterus and fertilize the ovum, although the odds of this occurring are slim, it is possible. (If the female were a virgin, this could be called an immaculate conception)
