you're just going to have to wait for it to grow out. assuming that it's darker than your natural color, you could bleach it, then have it dyed back to your natural color, but the process will damage your hair.
If you already have dyed your hair a dark color you need to bleach it out, your hair should turn a blonde yellow color, then bleach it again. Then buy a white hair dye. Then leave that dye in your hair for a good 45 minutes. Then your done! I wouldn't suggest dying your hair again for a very long time because this can be very damaging. And this will work much better if your hair is its natural color.
You probably cannot do this. It is easier to remove actual stains than bleach spots. Bleaching chemically changes the dye in the material. The best you can hope for is to attempt spot dying the fabric. Then, if the garment is a solid color, dye the whole thing as closely to that color as you can get. If it is mixed colors, then spot dying is all you can do, and that has the risk of running.
