Yes, "Monster Reborn" can bring back "Hamon, Lord of Striking Thunder" as long as it is in the graveyard and meets the card's revival conditions. "Monster Reborn" allows you to select a monster from either player's graveyard and special summon it to your side of the field. Since "Hamon" is a monster card, it is eligible for revival with "Monster Reborn."
