Yes you can, Family, friends and significant others are always welcome to join in the military balls, I was a Marine and for our Marine Corps ball i always brought a guest.
All depends on your particular unit, but most of the time the answer is yes because it wouldn't be fair to the single soldiers to make them show up alone.
A person who is not enlisted in the Military is called a Civilian.
