A lift requires a footing under it, so if the floor already exists, you're screwed.
The average cost of making a concrete garage depend greatly on the size of the garage, materials used, and whether you build it yourself or hire a contractor. The average cost to build a concrete garage ranges from around $13,000 for a very small garage to as much as $45,000 for a large, custom concrete garage.
Depending on the size and type of garage being built, there are several different types of construction material required in different amounts. These include concrete for the foundation, wood, paint, stains, and any other materials that may be required to build the specific garage.
You build the foundation and then don't build a home on top of it - just a concrete pit on a plot of land. QED.
just pour concrete on caison

No because if there were to be an earthquake, it would be gone and concrete is not very stable foundation.
If a hurricane destroyed our home the foundation would still be there. How much would it cost per square foot to re-build the same size house on the remaining foundation? Our home is about 1,700 sq.ft with a double garage attached. Thanks

No, although that would be great there are other options. You may also build a wooden foundation and it will work just as well.
you build forms, lay in rebar, pore concrete, put in J bolts,to bolt your 2X6 pressure treated wood to.then floor joists.
There is no such organization as The Build House foundation. You can find information on how to build a house foundation online at eHow and DIY Network.
The best estimate on this is to double the number of bricks you'd need for a single garage, divide this number by 3 and then multiply the result by 1/3 the square root of 81.
