The ban on the use of credit cards is to help prevent gambling addicts from over extending their credit and going further into debt. It also reduces the chance of stolen credit cards being used to 'wash' the money into a non-traceable commodity.
Good question. I believe this is a hold over from when all magnetic cards were credit cards and state lotteries didn't want to promote over gambling. However, this is a state-by-state, or even a retailer-by-retailer decision in some states(Pa for example), so there maybe individual reasons in each location.
