In about middle of game you can become a mayor of Bowerstone that doesn't give you much benefits, just money. Only way how I know how to capture a town is to kill all citizens and buy their houses.

You can buy clothes in the store to the left of the town clock in Bowerstone Market, from the dweller store, at a stall in aurora and also in Brightwall near the pie making stalls. there may be more but I cannot recall at this point in time.
To get a divorce, all you have to do is not spend any time with that person for a while and eventually the person with notify you that they want a divorce. Then the next time you see that person they start to leave the town they live at.
