The Russian revolution inherited the weapons industry from the previous regime.
There are no weapon "upgrades" in fire emblem. However, there are a couple things in Fire Emblem Radiant Dawn (Wii) that can be considered "upgrades." At base, you can forge weapons and custom the damage. In addition, if you have a coin (item) in your party, it can add a bonus to your weapon, such as accuracy, damage, or critical. Also, right after Rebirth (2) Yune blesses the weapons that are equipped in your party. The blessing increases damage, makes all the weapons infinite uses, higher hit rate, and increases your all your character's stats by 5 or 10. Hope this was helpful.

The same way you craft in any version of the game. But you need the PC version. There are no other weapons in the xbox version.
Weapon upgrades are gained through using the weapons. Most upgrades are automatic and apply immediately to the weapon once unlocked, yet some upgrades (grenade launcher and scopes) have to be put on manually. To do this, you must know exactly which weapon has what upgrade and press the Alt Fire button. (In Airborne, the Alt Fire button is the middle mouse button by default. You can always change this by going to Options)
