no you can not but when you deafeat red and defaeat the elite four 2 times then you go back to pallet town and talk to professer oak and he will offer you charmander, squrtile and bulbasar and if you want it shiny I got my charmander gold if you want it shiny save the game before you talk to oak and then if you keep on trying sooner or later you will get it shiny and now I have a shiny LV. 100 charazard and it roasted everone who came in my way.
