yes but you have to beat the elite 4 first then go to one island, into the Pokemon center, talk to celio (the guy that is trying to fix the big machine) then he will tell you some stuff and go and get the sapphire and ruby then go to cerulean city go up the nuget bridge and to the left Dow the patch of grass surf till you see a cave go inside and search for mewtwo try not to use your master ball. =)
