yes you can. to get him you must have completed the game (defeat the last three legendary dogs) then catch kyogre and groudon. after you do go back up as if you where going to fight them again but this time you will need ( instead of the 3 main evee eveloutions) ralts,kirla, and gardivol after you do so go up the pyrimaid and defeat the 2 go-rock squad members then you can fight raquaza. hope i helped! =)
