to the level of the first Pokemon in the party
thundurus is a roaming pokemon. go to route 7 and keep going till an old lady stops you, say yes to soup, and go to right, and thundurus will stop you, and leaves. go to any gate, and read the board. it will say that a specific route has a storm. go to that route, use max repel, and go in grass.
There is an exception when it comes to using the Repel items, if the wild pokemon in the area you are in are higher leveled then the pokemon that is first in your party then they will still appear. This also happens when your pokemon is holding Cleanse Tag so to avoid encounters you will need to make sure your first pokemon in your party is above the levels of the wild pokemon in that area.
You do not need to use Repels to catch a shiny Pokemon. Shiny Pokemon are just like any other and using Repel will force them away like any other Pokemon. So every time you use Repel or anything that drives back Pokemon, you are repelling the chance of encountering a shiny Pokemon.
If you chose Squirtle as a starter pokemon, you'll find Raikou somewhere in the wild. You should use a repel and go in the wild unless you have action replay.
Usually walking or letting your Pokemon hold a Chinese Tag would decrease the chance of getting into a battle.
