No, none of the starter pokémon appear in the wild in Pokémon LeafGreen. You'll have to trade with other games.

You can not catch a Charmander in Pokemon Firered you must ether choose it as your starter or trade one from Leafgreen
If you have the starter Squirtle, you will find Rakio in the wild after beating the Pokemon League.

you can't CATCH squirtle in leaf green. but it can be chosen as starter Pokemon at the beginning of the game.
While you can catch it in Viridian Forest, you can't get it as a starter. In Pokemon Yellow, an original Gameboy game, you can get Pikachu as your starter.

You can never actually "catch" any starter pokemon. charmander is only available as starter in leafgreen, firered, and the gen I games.
They are not catchable on any Pokemon game,however you can trade to get the starter Pokemon squirtle and charmander on Pokemon Leafgreen/Firered.
