You need to go to the Ruins of Alph with a Pokemon that knows Rock Smash. If you smash the rugged rocks you have a chance of finding items, including fossils and Old Amber. If you find an Old Amber, you take it to the Pewter Museum of Science (in the Kanto region) where it will be revived into an Aerodactyl.
