Can you catch groudon again if you don't catch it the first time in Pokemon Ruby?

The game only gives you the option to catch groudon you don't HAVE to catch it however if your a dedicated Pokemon trainer trying to finish the pokedex you will have to capture it or at least take it from someone else.
Chobotboy: The easiest way to catch groudon and kinda glitch is:
Moves: Spore, Something that can get them 1 hp.
Poke balls: Heavy balls, he weighs 2094.4 lbs!! You fly, and don't come back on scales!
Glitch: Save the game infront of the embedded tower. if you run out of Heavy balls or Kill him, turn off the DS and turn it back on and try again or click the off button and get back in the game with a DSI
