Keep searching, preferably in the area they appear. You wouldn't look for a Caterpie in the Mountain, and similarly you wouldn't look for an Elekid in the sea.
I suppose I should explain what all the areas are now. The first area you enter (where you start) is called the field. This area has the largest range of Pokemon, and chances are that you will be spending a lot of time in this area. Pokemon you would normally find in the routes are found here, eg. Rattata, Murkrow etc. The next area of interest is the forest. You can get here by going to the north eastern section of the Field and climbing the stairs. Pokemon found here are usually bug-, poison- and grass-types. After going around the corner in the forest you will notice another stairwell, climb it and you will see a ledge you can jump down. This ledge leads to the Mountain. The types you find here are ground/rock etc. Travelling North-East will take you to the pond, and the smaller water type Pokemon (Poliwag, for example). South of here (and also East of the field), is the sea. This area is home to the larger, more exciting water Pokemon (Gyarados, Kyogre).
