No. You have to either catch Roselia or Budew to get Roserade. If you start with a Budew, level it up until its Friendship is high enough. When it evolves into Roselia, use a Shiny Stone on it.
You can get a Roserade in Pokemon Diamond by evolving Roselia using a Shiny Stone. You can catch Roselia on routes 212, 221, 224, 225, or 229; or get it by evolving a Budew (through friendship), you can get Budew on routes 204 or 212, or Eterna Forest.

First, you get a buddew and evolve it or you catch a Roselia which is very common near hearthome city (on the west). Then you give it a SHINY STONE!!! You can find one at the end of Iron Island or underground. Hope this helps!!:)

you cant catch roselia in emerald, but I'm pretty sure you can catch it in Sapphire, so just trade it over
You cannot catch nut togekiss is easily evolved from a togetic all you have to do is use one of the two shiny stones that are possible to get diamond/pearl to evolve it (I also suggest using the other one to evolve your Roselia into a Roserade) Hope I helped :)
