No. Torchic was introduced during the third generation of Pokémon games (Ruby, Sapphire and Emerald) which was made after Pokémon Crystal. In Crystal, you can only catch Pokémon from 1 to 251 (all the Pokémon listed in Serebii's RBYGSC Pokédex (http://www.serebii.net/pokedex/).
You can select torchic when you are rescuing proffeser Rowan from a poochyena or trade one with your friends.
They cannot be caught in the wild however.
