You would have to hit the magic time of dropping classes at one college before the deadline and picking up classes at the new college. You would run the risk of not being able to obtain the classes you want at the second. Make sure that the second college accepts your degree plan and that you don't lose ground by doing so. My son had to retake almost a year of requirements for the nursing school he transferred to.

Of course. However your courses/credits/degrees etc... will only be accepted by your new university if they are directly transferable to that university. If you are unsure contact a school administrator in your current school pertaining to what course are transferable and to where.

You can, however you may lose some credits in transfer. The number of acceptable transfer credits is always up to the receiving institution. I would check with the institution you are transferring to and inquire about their transfer credit policy before making that kind of move.

Of course you can. But i need to know more about the situation. However, if you are receiving financial aid make sure that you defer your loans, if you received any. The biggest mistake that many college students make, is not deferring their loans. The entrance loan counseling that you may have did, explains why deferment is important. Furthermore, if you don't defer your loans you could go into default, which would possibly send the money you owe to a collection agency but most defiantly disqualify you from ever receiving financial aid again. On the other hand if your parents are paying for your schooling or you have been awarded a scholarship, entrance counseling and loan deferment does not apply to you. What's most important, is finding a school that you are 100% sure that you will graduate at; because the longer you stay, the more money you pay. In closing, just make sure that leaving the school you are attending is the best choice, consider other alternatives.
