The "quick chat" on RuneScape consists in selecting chat / replies from a predefined list. Normally, you can also type any text in normal chat, unless (1) you are in a safe chat world (a world/server that only allows safe chat), or (2) according to the age you declared, you are not yet 13 years old. In case (1), change to another world; in case (2) you have to wait until you are 13 years old.
