When you plug in both iPods, each should be recognized as a separate removable drive from one another on your PC. Go to computer and open both of the iPods. Then, just drag the music between the two.
Yes, you can download one song on two IPods. All you have to do is use them with your computer one at a time. Which ever one you would not like to change all the songs to those on the computer, just click Cancel or No when it asks you if you would like to Sync that IPod. On the main screen, where it comes in on ITunes, you should see checkboxes. One of them says to Manually Manage Music. Check that and you can just click and drag any music right onto the IPod.
