If you think climb generally means to (from dictionary)-move upward: to move upward, or move toward the top of something, by any means, and typically through continual or gradual effort. And as the coasts are generally flat, not for example, vertical, i would say no.
Yes because...
as some people think, you can climb the coast, as in climbing the coast along the side of the country from south to north.
