You need to recover the refridgerant and unbolt the hoses and remove the belt and unbolt the compressor. If you don't want to reinstall, you will need a shorter accessory belt.

If the bypass hose on the 2000 Cavalier is rubber then the hose can be cut and spliced together with a coupling to fix the leak. If the hose it metal then it will need to be replaced.
The only way to "disable" the "governor" is to reprogram the ECM to delete the fuel cut off point.
If the compressor is not kicking in, check the fuse, check the compressor clutch air gap, check the low pressure cut out switch, check the high pressure cut out switch.
