It depends on your tolerance for pain... I have a mid level tolerance, when I broke my ulna in two I went to the ER and got a splint and got a cast the next day... It doesn't hurt if they gave you some painkiller... All in All No it does NOT hurt...

I broke my arm quite badly and getting the cast off doesn't hurt a bit. The rotating saw vibrates and tickles a bit but it doesn't hurt
When i had my cast off when i had broken my leg, I felt relieved!!! It didn't hurt though, so a cast coming off a broken arm shouldn't either!
