No
Actually yes. It is up to the courts to decide but they often times reduce the amount based on how much time or how many overnight stays are involved. In SC for example, there must be a minimum of 109 (1/3 of the time roughly) over night stays per year for it to reduce the payments any. But, the court has to order that. You cant just voluntarily change it.
Not sure what you mean by "the number of 91 over night stays." However, overnight stays ordinarily do not affect one's support obligation.
Generally, no. But you will need to get the order terminated.
Child support law assumes that one or both parents are absent.
Only if the order for support says they do. In California it does by law. see links
Child support is paid until the children are 18.
Just file where you are at and give his address. They will handle it from there.
Both parents should, otherwise it's bias.
The child's moving out of the country would not, in itself, relieve the absent parent of his support obligation.
It sounds as if the parties should return to court.
