This is a recent (September 2013) change, so it's possible some notaries may not be aware of it. If so, point them to the Oregon Secretary of State's website (in the related links).
This is assuming you're having the signature notarized in Oregon. If you're having it done in some other state, then that state's laws apply instead.
Note also that I said allowed to. I can't find anything that says they are required to accept expired ID. It's possible that a notary who suspects the ID is fake but wants to avoid a confrontation about it might simply say "I can't accept that, it's expired" because that's not open for debate: the ID is either expired or it isn't.

The answer depends on the agreement with the second state. Many do not suspend your license for an out of state violation, you would simply not be able to drive in the state that suspended you (in this case New York). NY cannot prevent you from driving in Oregon if you have an Oregon license, they can only refuse to allow you to drive in NY regardless of the state that issues your license. Oregon MAY choose to suspend your Oregon license completely, but that decision is made in Oregon.
