Generally no, there could be some complications with bleeding, but they should be controllable. You can die if the lingual artery is pierced but that's highly unlikely to happen...
Infection is also another risk, but again - manageable if it happens.
Of course there is a vein. Everyone has two visible veins on the bottom of your tongue The only way you should get your tongue pierced is by a competent professional body piercer who knows how and what to watch for. Do not try this at home!!

It depends on the person. Usually you don't get your tongue pierced if your vein is in the way because it causes excessive bleeding.
Well a couple of things. 1) the tongue swelling is excessive. 2) the piercing placement is wrong and a vein has been hit. 3) you are playing with the tongue piercing too much and irritating it. Needing more information about the situation, the above should be starting points for you to consider.
Tongues that can be pointed out of the mouth by at least 1" ~ 1 1/2" past the bottom teeth. If you can't get your tongue out that far chances are good you cant get it pierced. Over developed frenial webs under the tongue are also not acceptable for piercing.
Actually yes you can. Some people have a third vein running down the middle of their tongue and when one gets a tongue piercing it is done in the middle of the tongue. So when the needle pierces it it will bleed more than tongues w/o that third vein would. But you can still get a tongue piercing if you have that 3rd vein. All professional piercers know how to control bleeding. It's in their training
tong piercing has been around for ages. The only thing to worry about until it is completele healed is to watch out for infections.
I've heard one story where the piercer went around the vein in the middle of the girls tongue somehow but it's supposed to be dangerous and I'm not sure that they're supposed to do it
I am a professional piercer and as long as the piercer is comfortable with piercing a tongue that short, then it IS ok. I have pierced many tongues that could not extend past the teeth or lip. They have healed up fine as well, and no signs of rejection occurred, though the likelihood of rejection raises significantly the closer to the tip of the tongue you are.
That shouldn't be a problem, so long as the vein is avoided. It might feel a little strange, though.
down the center of you're tongue, there is a major artery that splits into hundreds of capillaries. The needle going through a capillary is not going to hurt anything, but if the piercing goes too far back on your tongue you can split the artery open, causing blood to spill out rather than feed the cells in the end of your tongue. Let a professional do it.

It is called the arterial vein, and should not be punctured. Never ever pierce yourself, especially your tongue. You run the risk of irritation, infection, migration, rejection and even Hepatitis if you are not careful.
