If you want to get it without cheats, you will need SIms 3 Ambitions. Go to the stylist's or buy a stylist mirror thing. Select "Give someone a makeover".
If you are using cheats, make sure "testingcheatsenabled true" is on, then shift click a townie and select "edit in create a sim".
Both of options are great, whether you wanna do it the right way or the wrong way. I use them both.

You have to be in the Stylist profession then click on perform job when you are working. Click on give makeover to.. then click on the Sim name.
Well First, your Sims will need a high relationship with the 2 Sim's First, when playing the game, press Ctrl+Shift+and c, that will come up with a cheat box. Then type in boolprop testingCheatsenabled true and press enter. Then go to the part where you can see the relationships and you can drag the green bar all the way to the end until ur sims get a high relationship. If u want to get married to a townie, then hold shift and click on the townie, then click selectable, then do the same with the green bar with the townie. There u go!
If you want to unlock a townie your Sims must be kept happy. At least that's what I think. It took me ages to unlock this guy called Charlie Prescott.

Yes, just give her a call, and she will come. But she cannot be a romate because she is not a townie.

It depends on how rich this TOWNIE is... If they live on the nice part of town.. then yes the gold on them is probably real. But if the TOWNIE you see is at the store with six kids all barefoot... i would probably guess not, because if it was that TOWNIE would have sold it.
No, you cannot have Sims 2 pets on Sims 3. You must have Sims 3 pets for Sims 3 or Sims 2 pets for Sims 2.
