I don't see why not. The video is only using 'quick-displays' of photos. However, if you are wondering if you can add a 'virtual' hand (like the young lady takes hold of in the video), then NO, you can't do that in Windows Movie Maker.
You have to remember that Windows Movie Maker is a very basic video editing application that is limited in what it can produce. To reproduce all the effects used in the Take On Me video, you would need a more extensive video editing program, a lot of expertise (and time to pull it all together).
