No. iChat is only written for Mac OS X.
To communicate between a PC with a webcam and Macs using iChat you will need to get a free AIM name. You can then configure your AIM account to connect with iChat sessions. (See links below)

You can have video chats cross-platform if you use software like Skype on both computers or AIM on the PC and iChat on the Mac.
Why wouldn't you be able to just download it from a PC? If you want to know if you can download iTunes for a PC, yes is your answer.
