If you're really really really really REALLY good at drawing anime on a tablet. Other things you can use to edit/help the picture is PaintToolSAI and Flash.

Although both are good. If you can do it in MS Paint you will be a god. Manga studio is better for manga since it works better with toning rather than colouring. I use a combination of both to do coloured pictures but I'd say for anime you'd be better with photoshop

Sure, why not? I LOVE anime and draw it all the time... and I'm not jappanese. As far as I'm concerned, anyone can draw anime and be good at it.
manga is the stuff that you draw, like a comic strip. anime is the moving version of manga, basically manga is the drawing anime is the cartoon. you cant draw a cartoon, or if you did, it would be like a flip-notebook imagery cartoon.
You cannot use Photoshop to paint on the whiteboard. You need to use the built in painter.
