Yes, you can dye patent leather. For example, to dye patent leather shoes, wet an old rag with shoe stripper and clean the shoes with it. This removes any surface dirt and oils. Dip the brush provided with your shoe dye into the dye and apply it to the shoes. Allow to dry for 30 minutes then apply another coat. After another 30 minutes, apply another coat if needed then allow to dry for 2 hours.
