Correct time between chemicals is (2 weeks) so I am sure that if your hair is in great condition it shouldn't be a problem.
Helpful hint: Always perm 1st, the neutralizer which is the second part of a perm has a little amount of peroxide and can cause the hair to lighten.
So, due to this I recommend you to perm 1st. So that when you are ready to apply color you will not cause it to fade.

well many people dye their own hair at quite a young age so when ever you like, i had mine first done when I was 12 but don't ever dye your hair straight away, make sure you do the allergy skin test 2 days before applying the hair dye or you may not know that your allergic and will have an allergic reaction, which isn't nice.

It depends on the dye you used: if it was temporary when you shampoo your hair the dye will wash out straight away. If it is semi permanent it was last 6-8 washes, if it is a quasi permanent you get 12-24 washes and if it is permanent it won't fade. So depending on how long your dye will last you can wash your hair when you like.

Yes, but it takes a while. The more you wash your hair, the more the dye will fade. If you used a permanent dye you will need to re-dye your hair. If you're trying to go from like Black to a really light colour you will need to lift the black (bleach) and dye it the colour you want. This could be pretty damaging to your hair. There is a process you hair dresser can do to remove the color, called "stripping", but it is basically a bleaching process, in which you will have to have your hair re-dyed to the color you want after it's stripped.
