Once it has passed its expiry date, consider not using it.
Or unless, you've kept it in your fridge for a long time, left it sealed.
Once it's unsealed, it can be kept in the fridge for as long as 2 weeks before everything changes and you need to throw it away. If you open your fridge more often, you'll realize that you can't keep it for more than 2 weeks after expiry.

No, hence the word expired. It is unsafe to eat anything expired. Dispose of anything expired.
Personally don't see how anyone can eat scrambled eggs without ketchup.
Not much, ketchup is very acidic, and therefore even after a long time on the shelf, bacteria will still have trouble growing in it.
