Information stored on your computer can never really be completely lossed, but removed from view. Your hard drive, when making a file, enscribes it to the hard drive disk. So even if you delete it, its not really deleted, and can be easily recovered. Many programs provide Shaving or Wiping hard drives. These services basically gets the portions of your harddrive that you "deleted" and scribes over it with gibberish or just with Mononary (just using 0.) These programs lower the lifespan of harddrives since the shavings of the harddrive is so deep (if you choose to do a complete overwrite of the "deleted program", which most of the time is 16-32 cycles) it leads to hard drive failure.
I would avoid these programs, but unless your expecting a call from the FBI at your door and dont have a body of water near you, then yeah use it.
