Yes. Many people are under the misconception that frogs eat only insects and other invertebrates. Frogs will eat anything small enough to fit into their rather large mouths. This includes small turtles, fish, bats and birds.
I guess I'm just going around answering all the questions about tadpoles that I can in spare time, because this is my third. But to answer your question, some tadpoles are herbivores and some are omnivores. I don't know a lot about omnivore tadpoles, but I do know something about herbivore tadpoles. Currently I have a pretty new tadpole that we are looking for info on to care for it (Sorry, that was a tricky sentence), but I have found that tadpoles ADORE lettuce and cale. If you boil some lettuce or cale, put it on a tray, stick it in the freezer, and give a pinch to the tadpoles every couple days, that should suffice in the tadpole stage.
I'm not sure, but you can buy turtle pellets, and they like lettuce and fruit.

Yes you can feed it to a Betta, but most of it it will not be digestable for a Betta. Bettas are insectivores and need a proper diet made from insects etc. That is why pet shops have special Betta food for sale.

I feed my Betta two or three pieces in the morning and three in the evening. However, if you feed your Betta a bloodworm then feed him the bloodworm and nothing else for the rest of the day. But don't feed him bloodworms too often because he will start to refuse the other food you give him.

feed them by simply buying betta food and follow directions on the container. it will probably say to just drop the food particles onto the water and the betta will swim up and eat happily!
It depends what food the other fish eats. Bettas are carnivorous, so they eat meat. If the betta food is meat (which it most likely is) and the fish you want to feed is a also a freshwater carnivore, then, chances are, you can feed the fish betta food.
