Check the Modification Date in the directory, this will give the date a file was last modified. Also some applications used to prepare documents will maintain a modification history for the document as a part of the document, this will give the date of every modification to the document and sometimes what the modification involved.
I'm not sure that it's illegal, but it's unethical. im sure it is not illegal, but you can always put your complaint in writing and put it in there file and then request to see that officers file and if your complaint is not in there you can sue

Call up your bank, file dispute charges against the direct debit. Most likely they will give you a new bank account number.
You give your car back to the bank after filing bankruptcy, the bank will ask your attorney for the vehicle back and give you a certain amount of time and the location to return it to. Definitely do not give it back before you file you will need to have it discharged legally from your debts.
The bank will give you one every time you make a deposit, if you need a copy of your deposit then talk to your bank. They keep all deposit slips on file for you to have.

If you have a criminal complaint, the only action you can take, is to file a report with law enforcement so that the incident can be legally/officially documented and investigated. If probable cause is found to proceed with a case against someone they will take it to the prosecutor to have him press charges.
