You have to ride the boat from Canalave City to go to Iron Island. You travel through the cave system, and at the very end you'll find it. You need this stone in order to evolve Roselia into Roserade or Togetic into Togekiss Since there is another Shiny Stone. I don't know where the other one is but if i find it i will post it on
