You cant. To get one, you have to complete the sinnoh pokedex (I think) then go to hearthome city then go to a house next to the Pokemon centre and bebe will give u an eevee. Then u can breed it using a ditto:

Go to hearthome city (when u complete sinnoh pokedex) then go down to a route where theres a mansion. Talk to the owner and he'll say tht he saw a wild eevee. then go to his garden (trophy garden) and you'll find an eevee.
PS: He might not say he saw an eevee, it might be a mr mime or somehing so save before u talk to him then if he doesnt say eevee then turn DS off and try agin
