No, not that I know of. The only way to get stones is to talk to Bill's dad(?) in Cerulean city and show him the Pokemon he wants to see. Frustrating, I know.
Nope. You can not purchase stones of any kind in regular Gold/Silver.

Dusk Stones cannot be found in any GBA game. Stones like this are exclusive to Diamond, Pearl, and Platinum. Likewise you can't find a dawn stone or shiny stone in any GBA game.
You can find a Steelix in Route 47, Cliff Cave, Mt. Silver, or you can trade any Pokemon with Jasmine.
There aren't any in the wild, you'll have to trade it in from either Gold or Silver.
Pokemon in Pokemon Silver can only be traded to other copies of Silver, or Pokemon Gold, or Pokemon Crystal.
You can play Pokemon silver version on any of the gameboys,but not on the ds.
If you mean using stones on a Pokemon such as Vulpix or Growlithe, then yes. Those types of Pokemon evolve that way, thus getting higher stat gains. You cannot use stones on any Pokemon though. Only Pokemon that can evolve using those stones. See related links for a list.

No. I have the game. but if you have pokemon black or white go to the desert and find a small tower go in side and find your around and boom theres a pokemon in front of you.
