As a general rule... NO!

It is possible to fire .38 ammo from a .357 firearm, as the .357 is far more powerful, and the firearm is designed to withstand greater pressures. The usual .38 is not designed to deal with the pressures generated by .357 ammo.

Always read the manufacturer specifications before experimenting with ammo. if you don't have access to the specs, take it to a reliable gunsmith. It's not worth losing eyes/hands/arms/lives over.
