No. Free-to-play players can only fish lobster in eastern Karamja, or in the Wilderness. Paying members have several additional options.

The best way to fish on runescape is to use a net or a fishing rod and bait in draynor. Then it is easy to bank your fish
There is a lake where you can fish crayfish northwest of Lumbridge Castle (east of Draynor Village).
You can poison fish food. To get fish food and poison: get the Poison in the room next to the kitchen in Draynor Mansion. The fish food is also at draynor mansion floor 2.
