4wd or 2wd?
You take it to AAMCO
If you have an automatic with a push button 4WD shifter, you must be completely stopped to shift in or out of 4LO. Hold your foot on the brake, put the transmission in neutral, and push the 4LO button. When the light stops flashing, you will be out of 4LO.
If it is automatic you will probably find your knee is putting it in 4wd when it knocks against the the hi lo gear lever.

The 1997 Toyota 4-Runner automatic transmission requires: 2.2 quarts of fluid if it's a 4WD 1.7 quarts of fluid if it's a 2WD The recommended fluid type is Dexron III (or Toyota T-IV)

Yes it can be towed, either flat towed or on a dolly with the rear wheels on the ground. The 4wd Liberty has one of two transfer cases, an NP231 or an NP242, both having a neutral position that isolates the spinning wheels from the engine and transmission. If you want to flat tow, then you will need special rigging on the front of your Jeep.
