Everyone who's in the car needs a seat belt. If you crash the person who has no belt on will be pushed forward by the crash and can hurt the people in the front seat before they fly out the windshield and hits oncoming traffic. If the kids have no belts on the owner/driver/parent will be responsible for their deaths.

In a high speed crash(60+mph), like a bridge abutment, I say no. Every ounce of matter in the car will continue to move forward until stopped by an external force (bridge abutment). The kinetic energy in the fly by it's velocity will guarantee it's demise when it hits the now stationary windshield at 60+MPH.
