why don't you just play gta vice city for pc. vice city stories was originally for psp, from what i know there is not a version for pc, but if you really want to play vice city stories for pc, I'm sure somebody somewhere made it work for pc, but I would suggest that you play regular vice city for pc.
I can't vouch for how legal this is, but yes, you can play Animal Crossing for free without the game. If your computer can handle it, you can download an emulator which allows to play games for systems such as GameCube, DS, or GBA on your PC. Of course, you will also need the individual game files, also known as ROMs. I personally have never used a GC emulator, but I have used DeSuME, a DS emulator, to play AC:WW when I couldn't find my game. It's not the best quality, especially in terms of sound, but it is playable. I recommend Googling for "game cube emulator" and "animal crossing rom."
